Economy. This is probably the most important thing that the governement can tinker with. It should always a top priority. The bit about education really points to the Economy. An educated and healthy population in a healthy environment that is not unduely burdened by taxes, tithes, or insurance should pretty much generate a healthy economy. It's like breathing. I am NOT convinced that continual growth is needed... I think the economy should pretty much match the population it supports.
